I will take a stab at the PCS question.

A few years ago when I was working at a certain
security contract here in WA I was provided with
a GE handheld model name of PCS that covered the
450-470 bandsplit. I am sure they come in other 
splits.  But this was one of the old fashioned 
brick type radios I think it was 12 or 16 channels
with a LCD channel display.
