Here is what I have listed for those Federal PL tones:

PL 131.8  IRS, Federal Reserve Banking System, and CIA
PL 136.5  FAA, US Geological Survey, US Marshals Service and US Postal Service
PL 151.4  Federal Law Enforcement Training Center, Immigration & Customs 
Enforcement, US Air Force, US Department of State, Bureau of Diplomatic Security

And yes, I doubt that the CIA would be "in the clear" and analog.  I am 
certain that frequency is for the CIA security at Langley, Virginia.
