This is thanks to all those who have jumped on the DHS gravy train (ie CAP
MARS SHARES et al). Every government agencies knows this is the new
government cash cow and they can justify their existence and funding by
aligning with the paranoid cold war warriors that now reside in the DHS
offices.

My view is simple, they should not be. There is NO valid reason that CAP
should ever be performing a FOUO mission for anyone. To add insult to inoury
now they are pushing legislation through Congress for us taxpayers to pay
death benefits for anyone killed doing one of these FOUO missions? Another
extraordinary example of fraud, waste and abuse. If they weren't doing these
missions to begin with, we wouldn't have to worry about paying death
benefits to survivors. There is NO good reason why CAP or MARS should be
drapping their missions under the FOUO cloak of secrecy.

Unfortunately Bob it isn't working. But instead they are wasting our tax
money and the radio frequency spectrum, plain and simple.
