I would suspect that narrowband is going to be the only modification to 
the radio system. CAP is cash-strapped, and couldn't afford to "back 
fit" all the radios in the inventory. Even any perceived largess 
regarding the "guv'mint gravy train" would only go so far. They are also 
coordinating with the National Guard in this regard (narrowbanding.)
