Nice to hear from you......
At this point there's NO indication that the typical CAP radio
communications will be encrypted.
Regarding the use of close capture/"signal stalker" technology. Sometimes
it works & sometime it doesn't (I'm surprised sometimes at the distance that
it works at & at other times when I expecting something, well nothing
happens!!!), BUT the actual scanner searching the bands 138-144, 148-150.8
mhz is more of a sure thing. If you have this technology available, it
wouldn't hurt to try it "at the right time & right place", BUT I don't think
CAP would be very happy if a bunch of "crazy" (lets changed that to
"strongly determined") radio scanner hobbyists showed up parked outside
their buildings during meeting nights with "close call" radio scanner
equipment. My guess is that local law enforcement officials would be called
about a "suspicious" person in a vehicle, since both cadets (teenagers) &
adults belong & attend these meetings. What would be VERY interesting is
what the hobbyists would tell law enforcement as to why he/she was "parked"
at that location, after the typical license, registration, & criminal record
checks were conducted. You might find yourself getting a lot more questions
& could possible be the subject of a "TALON" report (or whateever the
civilian LE's call it) being upchanneled to some federal three letter data
base!!!!
My advice is not to do any "on scene's" next to CAP facilities!
