[FedCom] SOME FED FREQS IN NY/JERSEY

Just came off a 5 day cruise in Bermuda and docked at Cape Liberty Port in  
New Jersey--right across the river from NYC.
 
Here's some freqs and traffic:
 
166.325 pl 136.5=Ellis Island Security.
 
164.9125 pl 103.5=Sounded like some type of security force on the water.  
Talking about "boarding parties" and their status.
