[FedCom] Civil Air Patrol "High Bird" Operations Callsign Changes?

Indications are that Civil Air Patrol is going to static specific callsigns
for "Highbird" (communications relay/repeater) aircraft in each state. This
will be the name CAPFLIGHT XXXX (4 digit number). The difference is that
right now each CAP owned aircraft has a unique CAPFLIGHT callsign assigned
for that specific aircraft. When the aircraft is enroute to be "on station"
for a "highbird activity" it will still use the specific aircraft callsign
BUT when on station it will be using the unique callsign. So pay close
attention when you are monitoring CAP frequencies & air traffic control
frequencies for the "change over" clue.
