Hello Michael:

VERY interesting.  In the past the callsigns were normally constructed so as 
the first 2 digits were the wing's CAP charter # & than that was followed by 
some sort of sequence.  So for example in my area (Springfield MA) the two 
aircraft our CAPFLIGHT 1923 & CAPFLIGHT 1928 (both Cessna 172's) are 
callsigns typically heard.  Of course for "operational security" reasons I 
will not divulge what airport(s)  the aircraft are parked at!!!! ;)
