Jeff & the group:

I don't that the Mega Centers have direct radio equipment but basically have
remote consoles that are subdivided into sectors for the various dispatchers
on duty. Most of the traffic is via VOIP & other dedicated fiber
optic/telephone lines from remote base transmitters within each region.
It's also possible for another Mega Center to take over operations of a
region or specific sectors within the region if there's any problems at the
primary servicing MC. Also within each region much of the actual
protection/screening services is now conducted by contractor security.
There's an FPS officer who is responsible in each facility (or group of
facilities) for visiting the facilities and ensuring the security
contractors are performing their jobs. I believe also the FPS officer does
any of the follow-on investigations. Additionally, any alarm responses
after normal business hours is done by the FPS officer assigned to managing
the respective faciltiy. The officer is dispatched from the mega center via
pager & cellphone initially, and than calls in.

A very good report on these mega centers can be found at:
http://www.gao.gov/new.items/d061076.pdf

My understanding is that FPS is going to have another cutback on actual
civil service FPS officers. BTW FPS Officers are also offered overtime to
be part of ICE related regional task force enforcement efforts.

The Base side traffic is normally not encrypted. The mobile and/or portable
talk back to dispatch IS normally encrypted. There's also some
mobile/mobile & portable/portable simplex frequencies that are used at
times. For the most part not very exciting. Utilizes Digital/P25 & also
Analog NFM.

Check out the Capital Hills Monitor newsletter at for frequencies:
http://www.henney.com/chm/1200/

Also Chris Parris' "Federal Files" column in "Monitoring Times" magazine,
May 2006 edition, has 20 UHF frequencies listed by FPS.
