In a situation like the bridge collapse in Minneapolis, with so many
agencies involved, I think that Interoperability plays the lead role in
communications. I would bet money that although federal agencies are
involved and probably have their own VHF or UHF radio systems, in this case
they are using radios on the Minnesota ARMER P-25 800 trunked system;

With such a large and busy system however, it would take some dedicated
monitoring and logging of new or unusual talk groups to try and dig out any
exclusive federal talk groups. Unfortunately, I've found very few scanner
listeners with the patience and understanding of what to search for in a
case like this. Most listeners just scan a list of known talk groups and
leave it at that...
