What you described below does sound like prison related stuff (comparing to what I've heard on the
Atl Fed Pen TRS and the State of Georgia State Prison TRS).
Checking RadioReference database for the Federal prisons in the Ft Worth area, it shows 408.25 as
an active channel for the Fed Correctional Institute in Ft Worth.
