I would suspect that the 172.950 will be back or replaced by another  
of the P-25 FAA frequencies.

The 418.2250 MHz repeater may have already been replaced by 165.9500  
MHz or other Treasury VHF channels.

Also, the IRS is a client of the Customs & Border Protection  
nationwide VHF radio network. They have access to the CBP  
communications network for nationwide dispatch service;
