I think it would be rather amusing if it was indeed FEMA,
considering they have (and monitors have confirmed and
seen with their own eyes) the insides of two enormous
semis chocked full of their own channels and secure/encrypted
comm gear, satellite, HF, and all the associated bells and whistles.
I'd get sort of a chuckle if they just chose a itinerant channel
and set up a portable repeater so EVERYONE COULD
COMMUNICATE AT THE CP (like it SHOULD be).
Maybe the government is getting smart, instead of wasting
our dollars on unnecessary BS (we HOPE). In a crisis situation,
we all know it's MUCH easier to have all players on the same
page.
