[FedCom] Transmitter Polling/Auto Test?

Last evening (and continuing today) I've noted that a potential area FBI
transmitter (167.5875, CTCSS 167.9) has continually transmitted a short
carrier (less than 5 seconds) once EVERY minute.  I don't hear any data
being transmitted and there's no repeater squelch tail, so it appears that
it is a remote base function.  Anyone else monitoring this type of activity?
