It's interesting to learn what you are experiencing in Fargo ND,  What's 
very interesting is that there's significantly more usage in the 162-174 
range than in the amateur radio bands.  What might explain this is.... 
Taking a quick look at the Canada licensing/authorized frequencies structure 
at http://spectrum.ic.gc.ca/tafl/tafindxe.html  it appears that some of 
these frequencies actually authorized in Canada for commercial industrial 
usage so equipment would normally operate on these frequencies .

Also wouldn't locations within 150 miles or so of the Canada-US Border have 
some sort of an agreement not to use certain frequencies without 
coordination?  So for example for the Canada truckers illegal usage in your 
area, are there any US federal users on these specific frequencies?

IMHO since it is mobile usage, not fixed, and IF it isn't interfering with 
any US federal/military LMR system, I don't think the military/federal 
agencies are going to spend time trying to track down moving targets!

Also IMHO an outstanding reference source which I highly recommend is 
Grove's "Federal Frequency Directory" 2nd edition (now a bundled package
 http://www.grove-ent.com/FREQMASFILE.html which provides significant 
insight into potential US federal/military users of these frequencies as 
shown below.
