[FedCom] monitoring in the Detroit area

Hi everyone, I have been monitoring the frequencies I have been able to
find in the Detroit are.  The postal workers are analogue and don't even
use a PL or DPL which surprises me.  As for digital use 80% of it is
encrypted with some times there being a side of a conversation in the
clear.  A few weeks ago I ran into a U.S. Marshall and was tempted to ask
him if he knew of any frequencies but doubted he would tell me.  The
 marshal I met was assigned to the U.S. Federal Court House in Detroit.
