Yes in the Springfield MA area I've noted that at times. At least in my
area my guess is that some repeaters are at a lower height/power output
(more local in nature) while others are at higher elevations
(mountains/hills) (more geographic regionally). Why there's more than one
repeater key ups at times, is beyond me.
Most of the FBI activties in my area are conducted by cellphones or in many
instances Sprint/Nextel, walkie-talkie, so radio ops are not that active.
