[FedCom] CAP SSTV info

anyone know what frequencies and SSTV modes CAP uses?

on the topic of federal video transmissions, i've noticed a large 
terrestrial dish atop the philadelphia federal building that's 
occasionally repointed down to a different target.  it looks 
identical to systems sold to federal LE for receiving video 
surveillance transmissions.  some are encrypted, some not.

has anyone on the list successfully received such 
transmissions?  what frequencies and video modes are used?
