[FedCom] Savannah NWR Complex Radio System

While monitoring the firefighting operations on Wassaw Island over the last 
few days, I have discovered that the Savannah NWR Complex Radio System can 
operate in either analog or digital modes.  So far, all of the firefighting 
operations have been in analog mode.  This afternoon I was also able to 
determine which NWR the 172.650 repeater covers:  the Savannah NWR. 
Currently, here is what I've been able to determine on the system (with PLs 
for analog mode where known):

171.650
171.750
172.450        PL 167.9        Skidaway
172.650        PL 110.9        Savannah NWR
