JPATS is also used for deportations. Maybe they were on a deport mission.

Does Hanscom have a military prison on base?

Here in our area, FWNASJRB has a military prison.

Considering they are government transports, I
would assume they could land just about anywhere
they wanted to.

Could have been refueling, but that far north, makes
you wonder if they were, where the heck they were
going?. You get too much farther north, and you're out
of the U.S.! A bunch of OUR prisoners in another
country doesn't look good. At least to me it doesn't.
