[FedCom] NOAA/NWS Aircraft?

NOAA/NSSL aircraft typically use NOAA-XX callsigns. An example of this
would be their P-3's with the tail numbers N42RF (Kermit) and N43RF (Miss
Piggy) usually have the calls NOAA-42 and NOAA-43 respectively. The P-3's
occasionally conduct mesoscale research over the US in
addition to their hurricane research so it isn't out of the ordinary to
hear them here in Oklahoma/Texas. I didn't see any active research
involving either one of these listed on their site, but with the unusual
weather pattern here in OK/TX the past couple of weeks, they may be up
for a last second research flight.

NOAA does use non-Department of Commerce aircraft for research (both
civilian and military) from time to time. Keeping track of those would be
a difficult task unless they listed the research project on their research
page with a general area they were going to be operating and a time frame
for the operations. I have no idea of the call format for these.

If I had to guess, it could have very well been a USN filght working
with NOAA/NSSL. We've had NAVY WP-3A's here (Lawton/FT SILL, OK) before
(similar to the NOAA WP-3Ds). There is also a RP-3D used for
atmosphereic research and two RP-3As listed as being for scientific
research.

Not that this info helps a whole lot, but it might point you in the
right direction.
