All of the above...

I would suspect that the US Secret Service will be the primary protective
agency on this get together, but Department of State Diplomatic Security
Service may well be involved also. I would be very surprised if Putin didn't
have his own security contingent, and they could be using about anything as
far as radios or frequencies. I have encountered foreign security services
using 452 MHz business frequencies, 160 MHz railroad frequencies and others.
Sometimes they get coordinated, sometimes they don't.
