Very interesting story.   Generally the US Marshals Service is responsible 
for arresting subjects that skip bail, violate probation, or get convicted 
in court & skip.  They do have a special operations group.

Looking at the map where Plainfield NH is located I would guess that simplex 
radio comms would be used (using the frequencies of the "lead" agency) and 
also a quick look at sprint/nextel website indicates that coverage is 
available in that area, so I'd assume that cellphones & nextel walkie talkie 
will probably be used initially during the surveillance phase.  IF there 
becomes a take down/arrest phase than a government radio system would be 
used.  Of course they could always bring in a portable repeater, etc........
