[FedCom] air force base communications and encryption

I haven't been to Arkansas in decades, but my guess is that this might 
very well be related to the Clinton Presidential Library. Major new 
federal installation with need for new, secure comm system....makes 
sense to me, but beyond that it's only my best WAG.
