[FedCom] air force base communications and encryption

The Eisenhower Library in Abilene, KS and the Truman Library in Independence just use a simplex uhf Federal Protective Service frequency for security.  Try 415.200 and 417.200 when you visit the Clinton Library and see if it's busy.

I haven't been to Arkansas in decades, but my guess is that this might
very well be related to the Clinton Presidential Library. Major new
federal installation with need for new, secure comm system....makes
sense to me, but beyond that it's only my best WAG.
