Motorola Testing of Federal Systems Re: [FedCom] Little Rock Federal System

Wow Robert, excellent information!!!

Now does Motorola test "burn" all their new federal radio systems before 
sending them to the user?
I would assume that the talkgroups are turned on via some portable radios 
that are tied into the computer testing system that transmits voice (perhaps 
a continuous loop of prerecorded traffic) to check out the system loading, 
handling, & voice quality prior to shipment to the end user.  HOWEVER, what 
is unique is why all transmissions encrypted?  Is the system only designated 
for encrypted use?  Perhaps Chris wasn't able to monitor for a long period 
of time

Do other manufacturers have similiar test facilities?

Are federal "test" frequencies locally approved via IRAC coordination?
