My guess is that it's the telephone line/fiber optic interface that carries 
the signal to the appropriate dispatcher(s).  Perhaps they were just testing 
the circuits OR the dispatcher turned something on by mistake.   I think the 
FBI for the most part got rid of their UHF radio links.
