They don't call it "burn", it's called staging. And pretty much, the
answer is YES, systems are normally staged before shipment to
customer/site.

Not exactly, the end user is brought to the staging arena, the system is
programmed with the real customer data, and fully tested and programmed
before being re-boxed and shipped to the customer/site.

That depends on the customers requirements, so it is possible that the
system in question is destined to be an encrypted system 24/7.

Unknown, but I'm sure they do.

Chances are that the "test" freq(s) are really the real freq(s) that the
system will be operating on.
