Similar ops here here in Chicago but on 406.3375 (repeater, P25 Digital) 
- U.S. Postal Inspection Service, mobiles transmissions are in the clear 
while traffic from the "En-leck" dispatch center (NLECC - National Law 
Enforcement Control Center) is encrypted.

In his MT Fed Files blog from 10/24/06, Chris Parris says that the input 
to the 409.9375 Boston repeater is 418.9375 - read more at
