I suspect that this repeater was forgotten about.  I can recall many  years 
ago when our local FBI put in a new repeater system, that they just left  the 
old GE Master 2 VHF repeater in the shack at the old site.  It just sat  there 
for years until a ham radio operator converted it to the ham bands.   They 
have never asked for it back.
 
Around here in SW Missouri, we are the last to ever get any new radio  
equipment.  The DEA, Customs and the FBI are still using the old  DES encryption 
system.
