 It must be nice to have a toy scanner and be psychic at the same time. 
While it's true that agencies sometimes run task force ops with locals 
unencrypted, how do YOU think some fellow fresh out of Quantico learns the 
ropes in a city like Pittsburgh, Atlanta or Boston where everything isn't 
always on a neat grid?  There are, at the very least, real ops, decoy ops 
and training ops.  It must be nice to always "know" which is which.  I've 
only been doing this for 40 years in both Chicago and Kansas City, and I 
often still can't tell what's what even in the clear.
