[FedCom] 415.05 Activity?

In Kansas City the repeater outputs were moved to the low end of the band -- 408.725 and 408.775, both P25 and normally encrypted. Could you be hearing the base station on the input??

I've noted daily that this frequency no longer has any voice traffic on it
in my area, but just about every 15 minutes or so a two tone signal is heard
& than white noise, throughout the day.... This was formerly used by the US
Postal Inspectors, NFM mode. I have a P25/digital scanner and it does not
indicate that this is encrypted transmission, but appears to me data
related. What are others monitoring?
