[FedCom] DHS FPS to P25 in Toledo OH / IRS P25 / CBP P25

Thanks for that update, Steve. Also thanks to Jeff for his update on  
Toledo, OH.

Speaking of the FPS, they are still on 417.2000 MHz, P-25 in the  
Portland, OR area. They had some sort of failure on Tuesday morning  
that would not allow the Denver Mega-Center to talk to the Portland  
units, but Denver could hear them fine. At one point, what sounded  
like the supervising officer on duty told someone to "switch to  
Philadelphia". After a few minutes of silence, the Philadelphia Mega- 
Center came up on the same repeater for a radio check. About 10  
minutes later, Denver was back up on line with the Portland units.
