Most likely the TSA.

Although the frequencies that the TSA uses at most airports  
(172.1500, 172.9000) were once part of the FAA NARACS system, they  
were given over to the TSA when they became part of Homeland Security.

The new FAA C2 P-25 channel lineup does not have 172.1500 and  
172.9000 any more, but I did catch 172.9000 being used in analog at  
the FAA Tech Center in Atlantic City a while back.
