[FedCom] still a lot of encryption used in Detroit

Hi everyone, I am back in Detroit now, and just with what little
monitoring I've done here about 80% of the federal stuff I've monitored is
encrypted.  The APCO-25 encryption is used in conventional mode with a
majority of the analogue coms being postal workers, and that is about it.
