Well, maybe someone forgot to turn encryption on. That happens all the
time on our state's system here in Michigan. One side will be clear while
the other is encrypted. The postal workers here don't even use a PL
PL/DPL and that surprises me, but I've used afew different radios and no
PL/DPL was detected.
