It's the same LEO satellites, so the passes are the same. Just different
transponders on the same satellites.
The accuracy of triangulation (actually signal processing of the doppler
frequency shift) is supposed to be much better at 406 than 121.5. But they
still need multiple passes if the beacon doesn't have data from a working
GPS.
In theory, the signal processing from a single pass (over a non-GPS-equipped
beacon) may provide enough data to estimate the location, whether it's 121.5
or 406. I suppose they could use that to start a search if the beacon is
registered and they have reason to believe it is an actual distress.
