[FedCom] dead carrier on ICE

Been receiving a steady dead carrier, no PL, on 163.675 MHz for the past 
few weeks here in southern NH. For the past cpl yrs now this freq, along 
w/ 163.775MHz, has been a repeater output in the Boston area, w/ a DPL 
output yet,. Not sure if this carrier is just due to a broken TX/system 
control, or if its up as part of a propagation study. Anyone been 
getting this?  SD
