[FedCom] Federal Protective Service Radio System Operation?

I'm a bit confused as to how the system operates.

I've noted from my location monitoring activity on 417.2 Repeater (Digital & 
Digital Encrypted) that the local repeater gets keyed up even when units in 
Maine, Eastern MA, Conneticut call into dispatch.  I was always under the 
assumption that the system basically came active back to dispatch ONLY on 
the specific repeater site and not regional wide?   IF it were regional wide 
wouldn't the transmission first have to go back to the dispatcher console 
and than be connected to all area repeaters via fiber optic cable or 
microwave?
