[FedCom] re - FPS radio system

I suspect that they link the repeaters together so
that units in Portland wont try to call the dispatcher
when units in Seattle are talking to the dispatcher.
The dispatcher might be responsible for 10 cities, but
he cant talk to them all at once - unless he is very
very very good at communicating and multitasking.
