But there are plenty of Mountain tops in TN, NC, SC, NY, etc..
As a matter of fact, BLM has been seen in the Great smokies several times.  
Still doesnt make sense.

Probably because they don't manage any communication sites in the  
eastern portion of the US. The sites mentioned in the web pages are  
all located on BLM controlled areas, usually including some high,  
mountainous areas that are ideal for communications sites. The BLM  
apparently does not have sites like this to manage over in the east.
