[FedCom] BLM communications sites

BLM is generally the Federal Govt's real estate manager for lands not  
utilized by other agencies.

In the Eastern U.S., few if any of the mountainous areas and peaks are  
not utilized, either through private ownership or through management  
by other agencies, such as NPS, NFS, FWS, BIA, etc.

There's no need for BLM personnel or wide-area radio sites at  
locations which fall under the management jurisdiction of another  
agency or entity.
