Counter terrorism??!!!   Haw, haw, haw.  While I'm certain some of the jr. birdmen like to think of themselves as "agents" of "Homeland Security" or somesuch, busily on the forefront of "defending the nation" from its enemies (instead of merely enjoying the flying hobby), CAP, like MARS, and RACES, is an organization whose mission has pretty much been replaced by more mundane technology.  Remember:  The more insignificant the mission, the greater likelihood of encryption.  As a case in point, around here FPS and the VA police have both gone to encrypted P25, while much "real" law enforcement remains in the clear.
 
I can easily see the attraction of learning to fly and logging some time doing so -- that's great.  I can also see the usefulness of having a corps of people to search for downed aircraft in wilderness areas.  But the cop wannabe role and the idea of using encryption is laughable  I'd be embarassed to be seen in the uniform under such circumstances.
