How about getting back to reporting on Fed comms and not everyone's opinion.

Since you opened up a can of worms. I might as well respond.

1. Thier mission is whatever the national Ops center it is.&nbsp; There is no Primary mission. 


2. Homeland security is at all levels of the Govt. Vol &amp; career. Just because you are a Vol. that does not mean you are "less" useful.

Fact: some SWAT members of police agencies are volunteer. {NOTE: 1 Law Enforcement officer dies each week in the line of duty}

Fact: 85% of firefighters ARE volunteer. { NOTE: 2 firefighters die each week in the line of duty} 

Since they are also unpaid volunteers, does that mean they should leave it to the "pros" ? Just because you are a volunteer, does NOT mean you are not a pro !&nbsp;&nbsp; The training is just as intense as the pros 

By the way, Since they are considered part of the US air force, they are not civilians. 

A NON-Civilian is defined as: Any Firefighter, Law Enforcement, and any branch of the US Military {Including the US Coast Guard}

That is incorrect, there is no law, local or Federal that states a civilian has a "duty" to report something out of the ordinary.&nbsp; 
But if you are operating in Official CAP capacity, then yes you do because that is part of your duty as a CAP member.

If this is correct, then I guess every Federal law Enforcement agency, Local &amp; State Law Enforcement aircraft are apart of this "Neighborhood watch"  Because they are in a aircraft &amp; do not get directly involved? blah.

I mean no insult to the fine people involved in this organization. 
Their work is very much apprciated, but let's be realistic.
