Your comment about not using "radio protocols" made me wonder if this was maybe ICE (their Office of Investigations).
Locally, the ICE special agents are frequently heard on surveillance ops and they have what I would call horrible radio etiquette. They swear constantly. I don't care, but it makes it easy to figure out who you're listening to if a new frequency pops up. I've only ever heard ICE use first names. Some of their recent ops have been joint with FBI and PA State Police with everybody working with ICE radios.
I've confirmed that the groups I hear locally are ICE and not CBP by cross referencing news articles on major arrests with what I hear during the ops.

Thanks Chris for the info,
There were no radio numbers or names during this surveillance. Usually I
hear 500 or 700 unit numbers when the Springfield/Kansas City, MO FBI does
surveillance or first names when I hear the DEA or BATF, and the USSS uses last
names. I suspect that they were from out of state and tracked a target to my
area. The surveillance moved into Arkansas. I am not sure who it was, but
they were not following the usual radio protocols.
