Many major metros, and especially rural, have not.
The changeover will be a slow process, no matter
what the deadline says. 

Here in DFW, FBI is still very much analog with 
encryption, as well as DEA.

Haven't heard anything (radio traffic wise) that 
would indicate any kind of digital conversion, YET.

Personally, I think the FBI has a damn good system.
Why fix what ain't broke? But I'm just a piddly 
scanner monitor. What do I know?....LOL
