No idea as to why the State Dept providing security. Secret Service 
does not provide security until the convention unless there has been a 
threat. Searched the Boston Globe to see if anyone else is in town but 
no luck.

Another interesting thing is the use of 409.5250, normally it is 
simulcasted with 418.6250 P-25 encrypted and DSS has used 409.6250 in 
the past for foreign dignitary protection, as well as 409.5250 in years 
past, in other years past they had used 411.1500 analog. Been searching 
406-420 for the past hour or so with no other hits, other than 409.5250.
