It does that here in the DFW area too. I haven't timed it to see how 
often it happens but it appears to be random. In the DFW area they have 
multiple sites linked together. I can hear the tone remote clicks from 
the voter sites when it does that. I have also heard what sounds like 
ground loop hum and phone line static. It sounds to me like it is only 
noise getting into their system.

I have never heard anything that sounded like data or ANI. I don't think 
it is anything fancy like that, just noise, but maybe it is different in 
your area.
