Portland ANG Base ain't all that big!
(And, like I said, they have a TOD generator on UHF.)

Ahh. That would be the famous last one that got sales from NTIS to the
public cut off?

I believe that's probably the case, though.
There are a number of old WWII barracks at the base. Some have been
converted to offices (the CAP is in one), others for storage, others are
long gone.
And I know there is an alarm system, since I've heard the SP's talk about
it, and more frequently, the Civil Engineers, as they maintain and repair
it. 
But they almost always talked about "cable pairs" and what-not, as in a
wired system.
Also, this VHF system just transmits the one signal - there is no reply
from any station(s). At least according to my S-meter.
Unless there would only be one in case of activation? That would lack
some confidence!
But that is most likely what it is.
