Mostly satellite uplinks.  There have been recent reports of portable 
government repeater inputs temporarily in this segment also, but mostly 
uplinks.

I have been doing some research lately and am wondering what is in the
400-406 MHz band?

Apparently it is restricted to only use by US government and Military users!
